Jair Bolsonaro won Brazil's presidential election last October by attacking crime and corruption. But the success of his presidency depends on his ability to revive a flagging economy. He can do this only by reassuring investors by reforming the country's ridiculously generous pension system, which puts public finances at risk. On February 20, Mr Bolsonaro submitted to Congress a draft constitutional amendment to rein in pension spending. He then went on TV to promote reforms he promised would "change our history".
